Yes, you can reduce the diameter of the Hills Hoist Supa A5 rotary clothesline through a very simple process.
You just need to remove the caps on the ends of the arms and trim them down with a hacksaw, and then replace the arm caps.
Just keep in mind that you may lose the outer line when doing this.
