Yes, you can reduce the diameter of the  Hills Hoist Heritage 4 Clothesline, and it is very simply done.

You just need to remove the caps on the ends of the arms and trim them down with a hacksaw, and then replace the caps. 

However, you may lose the outer line when doing this.
